BILL NUMBER: S2307 TITLE OF BILL : An act to amend the general city law, in relation to vacant lots in certain cities PURPOSE : To require cities with populations of one million or more to establish standards for the cleaning and fencing of vacant lots. SUMMARY OF PROVISIONS : The subject legislation requires that legislative bodies of cities with populations of one million or more establish standards for the cleaning and fencing of vacant lots within its jurisdiction. In all cases, such standards shall require that the cost of such cleaning and/or fencing be borne by the owner of the vacant lot. The bill also allows for the imposition of a civil fine for failure to comply with the local regulations. JUSTIFICATION : Vacant lots that have been neglected by their owners have become a blight on our cities. Garbage dumped in them attracts rats and other vermin. Often the condition of these lots severely undermines concerted efforts at neighborhood revitalization.
