BILL NUMBER: S2480 TITLE OF BILL : An act in relation to authorizing and directing the public service commission to study the feasibility of eliminating demand metering PURPOSE : To authorize and direct the public service commission to study the feasibility of eliminating demand metering. SUMMARY OF PROVISIONS : This legislation would authorize and direct the public service commission to study the feasibility of eliminating demand metering by electric companies. JUSTIFICATION : Nonresidential electric consumers are charged for the electricity that they consume, however, they are also subject to another charge, as read by a separate meter, known as a demand meter. The demand meter measures a customer's electric demand, or the "share" of fixed cost required for a power plant to maintain capacity, as well as the actual energy for kilowatt hours used by the consumer. LAVALLE -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommuni- cations AN ACT in relation to authorizing and directing the public service commission to study the feasibility of eliminating demand metering THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Notwithstanding any other provision of law, the public service commission is hereby authorized and directed to study the feasi- bility of eliminating demand metering by electric companies. Such study shall include, but not be limited to: 1. the impact of eliminating demand metering on energy consumption by electricity customers; 2. the impact of eliminating demand metering on rates charged by elec- tric companies; 3. the impact of eliminating demand metering on the demand for elec- tricity by electricity customers; 4. the impact of eliminating demand metering on saving energy; and 5. any other information the commission deems relevant.
