BILL NUMBER: S2522 TITLE OF BILL : An act to amend the public authorities law, in relation to directing the metropolitan transportation authority to conduct a study on the feasibility of developing a Long Island high speed rail initiative PURPOSE : To authorize and direct the metropolitan transportation authority to prepare a study on the feasibility of developing a Long Island high speed rail initiative. SUMMARY OF PROVISIONS : The public authorities law is amended by adding a new section 1263-a. §1263-a. The metropolitan transportation authority is directed to prepare a study on the feasibility of developing of a Long Island high speed rail initiative. Such study shall include: 1. The feasibility of the establishment of a new subsidiary public corporation of the authority "LITrack", to own, operate, administer, develop, construct and maintain a high speed rail transportation system on or before July 1, 2014. 2. LAVALLE -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the public authorities law, in relation to directing the metropolitan transportation authority to conduct a study on the feasi- bility of developing a Long Island high speed rail initiative THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The public authorities law is amended by adding a new section 1263-a to read as follows: S 1263-A. LITRACK HIGH SPEED RAIL INITIATIVE; STUDY. 1. THE AUTHORITY IS HEREBY AUTHORIZED AND DIRECTED TO PREPARE OR CAUSE TO BE PREPARED A STUDY ON THE FEASIBILITY OF DEVELOPING A LONG ISLAND HIGH SPEED RAIL INITIATIVE. SUCH STUDY SHALL INCLUDE: A. THE FEASIBILITY OF ESTABLISHING A NEW SUBSIDIARY PUBLIC CORPORATION OF THE AUTHORITY, TO BE CALLED LITRACK, TO OWN, OPERATE, ADMINISTER, DEVELOP, CONSTRUCT AND MAINTAIN A HIGH SPEED RAIL TRANSPORTATION SYSTEM OPERATED IN THE LONG ISLAND EXPRESSWAY CORRIDOR BETWEEN NEW YORK CITY AND SOUTHAMPTON, WITH A MINIMUM NUMBER OF STOPS ALONG SUCH CORRIDOR NECESSARY TO SERVICE THE MAJOR POPULATION AREAS WITHIN LONG ISLAND ON OR BEFORE THE FIRST DAY OF JULY, TWO THOUSAND FOURTEEN. B. AN ASSESSMENT OF THE MATERIALS, ACQUISITIONS AND CONSTRUCTION, AND THE EMERGENCY, TECHNICAL, ENGINEERING AND LEGAL ISSUES, NECESSARY TO CONSTRUCT AND OPERATE A LONG ISLAND HIGH SPEED RAIL INITIATIVE IN ORDER TO PROVIDE PASSENGER SERVICE ON OR BEFORE THE FIRST DAY OF JULY, TWO THOUSAND FOURTEEN. C. AN ASSESSMENT OF THE CAPITAL, OPERATING, AND CUSTOMER COSTS THAT WOULD BE NECESSARY TO CONSTRUCT AND OPERATE THE LONG ISLAND HIGH SPEED RAIL INITIATIVE IN ORDER TO PROVIDE PASSENGER SERVICE ON OR BEFORE THE FIRST DAY OF JULY, TWO THOUSAND FOURTEEN.
