AN ACT  making  an  appropriation  for  the  office  of  alcoholism  and
  substance abuse services

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1.  The sum of four million  eight  hundred  thousand  dollars
($4,800,000),  or  so much thereof as may be necessary, is hereby appro-
priated to the office of alcoholism and substance abuse services out  of
any  moneys  in  the  state  treasury in the general fund, not otherwise
appropriated, and made immediately available, for the purpose of provid-
ing assistance and counseling to those in need, including those individ-
uals suffering from problem gambling.  Such moneys shall be  payable  on
the  audit  and  warrant  of  the  comptroller  on vouchers certified or
approved by the commissioner of the office of alcoholism  and  substance
abuse services in the manner prescribed by law.
  S 2. This act shall take effect immediately.
