BILL NUMBER: S3113 TITLE OF BILL : An act to amend the executive law, in relation to the creation of the police cadet corps program PURPOSE : To create a police cadet corps program at John Jay College in New York City. The program will be designed to accommodate 500 student-cadets in its first year, and 1,000 student-cadets in its second year and beyond. SUMMARY OF PROVISIONS : Amends the Executive Law to add a new section 837-s entitled "Police Cadet Corps Program," which directs the Commissioner of Criminal Justice Services, in conjunction and consultation with the CUNY Chancellor, to create a police cadet corps program to be located at John Jay College within the City University of New York. JUSTIFICATION : The goal of the CUNY Police Cadet Corps Program is to recruit, on an annual basis, 1,000 qualified and trained cadets for police service. The program, which existed as a pilot program from 1993 to 1997, combines formal education and training with hands-on NYPD internships. HUNTLEY, DIAZ, ESPADA, HASSELL-THOMPSON, ONORATO, OPPENHEIMER, PERKINS, SAMPSON -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT to amend the executive law, in relation to the creation of the police cadet corps program THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The executive law is amended by adding a new section 837-s to read as follows: S 837-S. POLICE CADET CORPS PROGRAM. 1. THERE IS HEREBY CREATED WITHIN THE DIVISION A POLICE CADET CORPS PROGRAM, TO BE ADMINISTERED BY THE COMMISSIONER IN CONJUNCTION AND CONSULTATION WITH THE CHANCELLOR OF THE CITY UNIVERSITY OF NEW YORK AND COMMISSIONER OF THE POLICE DEPARTMENT OF THE CITY OF NEW YORK, TO BE LOCATED AT JOHN JAY COLLEGE WITHIN THE CITY UNIVERSITY OF NEW YORK. 2. SUCH PROGRAM SHALL BE DESIGNED SO AS TO PREPARE CANDIDATES FOR THE COMPLEXITIES OF MODERN POLICE WORK IN AN ETHNICALLY DIVERSE COMMUNITY THROUGH A COMBINATION OF COLLEGE EDUCATION AND SKILL DEVELOPMENT TRAIN- ING, AND SHALL INCLUDE, BUT NOT BE LIMITED TO: (A) SPECIALIZED COURSEWORK SPECIFIC TO LAW ENFORCEMENT; (B) THE PREVENTION OF VICTIMIZATION; (C) COMMUNITY RELATIONS IN POLICING; (D) MENTAL AND PHYSICAL SKILL-DEVELOPMENT TRAINING SPECIFIC TO THE NEEDS OF LAW ENFORCEMENT; AND (E) SUPERVISED INTERNSHIPS UNDER THE AUSPICES OF THE NEW YORK CITY POLICE DEPARTMENT. 3. SUCH PROGRAM SHALL BE DESIGNED SO AS TO ACCOMMODATE A MINIMUM OF FIVE HUNDRED STUDENTS BY THE FIFTEENTH OF AUGUST AFTER THIS SECTION TAKES EFFECT, AND A MINIMUM OF ONE THOUSAND STUDENTS WITHIN ONE YEAR OF THE FIFTEENTH OF AUGUST AFTER THIS SECTION TAKES EFFECT.
