BILL NUMBER: S32 TITLE OF BILL : An act to amend the education law, in relation to courses of instruction in tourette syndrome PURPOSE : This bill would require a course of instruction in tourette syndrome for use in the elementary schools and secondary schools of the state to increase awareness and understanding of this disorder. SUMMARY OF PROVISIONS : This bill would amend the Education Law to add a new section 804-e, Instruction in Tourette Syndrome. The Commissioner of Education would be required to provide and present a course of instruction in Tourette Syndrome for both the elementary and secondary schools of the state. The bill also requires that such instruction shall be given within every public, private and parochial elementary and secondary school in the state. JUSTIFICATION : Tourette Syndrome is an inherited, neurological disorder characterized by repeated and involuntary body movements (tics) and vocal sounds. FUSCHILLO -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT to amend the education law, in relation to courses of instruction in tourette syndrome THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The education law is amended by adding a new section 804-e to read as follows: S 804-E. INSTRUCTION IN TOURETTE SYNDROME. 1. THE COMMISSIONER IS HEREBY DIRECTED TO PROVIDE AND PRESENT A COURSE OF INSTRUCTION IN TOUR- ETTE SYNDROME FOR USE IN THE ELEMENTARY SCHOOLS AND SECONDARY SCHOOLS OF THE STATE. 2. THE BOARD, TRUSTEES, PRINCIPAL OR OTHER PERSON IN CHARGE OF EVERY PUBLIC, PRIVATE AND PAROCHIAL ELEMENTARY AND SECONDARY SCHOOL IN THE STATE SHALL ARRANGE FOR SUCH COURSE OF INSTRUCTION IN EVERY SUCH SCHOOL UNDER ITS OR HIS OR HER CONTROL OR DIRECTION. S 2. This act shall take effect on the first of August next succeeding the date on which it shall have become a law; provided, however, that any rules or regulations necessary for the timely implementation of this act on its effective date shall be promulgated on or before such date.
