BILL NUMBER: S428 TITLE OF BILL : An act to amend the parks, recreation and historic preservation law, in relation to providing free golf for veterans at state park golf courses PURPOSE : Provides free golf for veterans at public golf courses. SUMMARY OF PROVISIONS : The Parks, Recreation and Historic Preservation Law is amended by adding a new section 13.20 which would provide free golf at public golf courses for any person who is a united States war veteran who served in a time of war. JUSTIFICATION : New York State currently has 27 State park golf courses. Under Parks, Recreation and Historic Preservation regulation, veterans who are 40% or greater disabled can golf for free at state park golf courses. This bill would grant all veterans who served in a time of war the privilege of free golf at state golf courses. Extending this courtesy to all veterans would be an act of gratitude for the service they have provided to our country. Additionally, this act would serve as recognition of the sacrifice veterans made of a personal past time

ROBACH -- read twice and ordered printed, and when printed to be committed to the Committee on Veterans, Homeland Securi- ty and Military Affairs AN ACT to amend the parks, recreation and historic preservation law, in relation to providing free golf for veterans at state park golf cours- es THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The parks, recreation and historic preservation law is amended by adding a new section 13.20 to read as follows: S 13.20 FREE GOLF AT STATE PARK GOLF COURSES. NOTWITHSTANDING THE PROVISIONS OF ANY OTHER LAW, ANY PERSON WHO IS A RESIDENT OF NEW YORK STATE, WHO SERVED IN THE ARMED FORCES OF THE UNITED STATES DURING A TIME OF WAR, AS DEFINED IN PARAGRAPH (C) OF SUBDIVISION ONE OF SECTION EIGHT- Y-FIVE OF THE CIVIL SERVICE LAW, SHALL BE PERMITTED TO USE ANY OF THE STATE PARK GOLF COURSES IN THIS STATE, UPON THE SAME TERMS AND CONDI- TIONS AS APPLY TO THE GENERAL PUBLIC, BUT WITHOUT THE PAYMENT OF ANY FEES OR OTHER CHARGES FOR THE USE OF SUCH STATE PARK GOLF COURSES. S 2. This act shall take effect on the sixtieth day after it shall have become a law. Effective immediately, the addition, amendment and/or repeal of any rule or regulation necessary for the implementation of this act on its effective date is authorized and directed to be made and completed on or before such effective date.
