BILL NUMBER: S491 TITLE OF BILL : An act to amend the penal law, in relation to offenses against public order PURPOSE : To penalize the disruption of funeral. JUSTIFICATION : Unfortunately, it has become a prevalent practice recently to disrupt the funerals of soldiers who died while serving this country in the United States Armed Forces. A funeral is a solemn and somber moment that should never be disrupted. The solemnity is even more profound when the funeral is for someone who fought to uphold our ideals and freedoms and who paid the ultimate price for his or her country. The deceased members of the 'military and their families deserve respect and compassion especially in their last moments of paying respect.
