  printed to be committed to the Committee on Environmental Conservation

AN ACT to amend the  environmental  conservation  law,  in  relation  to
  including  provisions  where it is the duty of the department of envi-
  ronmental conservation to establish a method for individuals and busi-
  nesses to calculate their greenhouse gas emissions and best management
  and procurement practices for state agencies to  reduce  their  green-
  house gas emissions

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Subdivision 2  of  section  19-0301  of  the  environmental
conservation law is amended by adding two new paragraphs f and g to read
as follows:
  F.  ESTABLISH  AND  PROMOTE  ON  THE DEPARTMENT'S WEBSITE, A MEANS FOR
INDIVIDUALS AND BUSINESSES TO CALCULATE THEIR GREENHOUSE  GAS  EMISSIONS
AND OFFER RECOMMENDATIONS ON STEPS TO REDUCE SUCH EMISSIONS.
  G.  DEVELOP, IN CONSULTATION WITH THE STATE ENERGY RESEARCH AND DEVEL-
OPMENT AUTHORITY AND THE CLIMATE CHANGE TASK FORCE, BEST MANAGEMENT  AND
PROCUREMENT  PRACTICES FOR STATE AGENCIES TO REDUCE THEIR GREENHOUSE GAS
EMISSIONS AND ASSIST SUCH AGENCIES IN THEIR IMPLEMENTATION.
  S 2. This act shall take effect immediately.
