BILL NUMBER: S518 TITLE OF BILL : An act to amend the general business law, in relation to prohibiting the sale of dogs born on puppy farms by pet dealers PURPOSE : Provides that pet dealers or other persons shall not sell dogs purchased from or received from a puppy farm. SUMMARY OF PROVISIONS : Section 1 of the general business law is amended by adding a new section 753-f. JUSTIFICATION : This bill prohibits the sale of dogs that originated from puppy farms. Puppy Farms are used by breeders for the quick sale of these animals to the public. This form of breeding can lead to various health problems for the dogs which may include flee infestation, malnutrition and various infections which fall into the hands of the buyer who purchases a dog from these farms. This can create a financial hardship on the owner and is unfair to the health and well-being of the dog. LANZA -- read twice and ordered printed, and when printed to be committed to the Committee on Consumer Protection AN ACT to amend the general business law, in relation to prohibiting the sale of dogs born on puppy mills by pet dealers THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The general business law is amended by adding a new section 753-f to read as follows: S 753-F. RESTRICTION ON SALE OF DOGS BORN ON PUPPY MILLS. 1. FOR THE PURPOSE OF THIS SECTION "PUPPY MILL" SHALL MEAN ANY BUSINESS WHICH BREEDS DOGS FOR SALE TO PET DEALERS AND SELLS OR TRANSFERS MORE THAN SEVENTY-FIVE DOGS FOR THE PURPOSE OF RESALE TO OTHERS. 2. A PET DEALER OR OTHER PERSON SHALL NOT SELL, PURCHASE OR RECEIVE ANY PUPPY BRED, SOLD OR TRANSFERRED BY A PUPPY MILL. S 2.
