BILL NUMBER: S585 TITLE OF BILL : An act to amend the vehicle and traffic law, in relation to the issuance, form and expiration of licenses and identification cards for persons less than twenty-one years of age PURPOSE : This legislation creates a vertical form of a license or identification card for persons under age 21. SUMMARY OF PROVISIONS : Subdivision 1 of section 504 of the vehicle and traffic law is amended by adding a new paragraph (c) to provide a vertical form of a license or identification card for persons under age 21. It also includes the date on which the individual turns 21. Upon turning 21, the license of ID card would expire and new license would be issued in horizontal form. JUSTIFICATION : Employing the use of differently-shaped driver's licenses for those both under and over the age of 21 would make it easier to quickly establish a person's legal age. It would provide a design that gives residents, law enforcement, retailers and bankers a cutting edge age

MARCELLINO -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to the issu- ance, form and expiration of licenses and identification cards for persons less than twenty-one years of age THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 1 of section 504 of the vehicle and traffic law is amended by adding a new paragraph (c) to read as follows: (C) EVERY LICENSE OR RENEWAL THEREOF ISSUED TO A PERSON LESS THAN TWENTY-ONE YEARS OF AGE SHALL BE PORTRAIT OR VERTICAL IN FORM AND EVERY LICENSE OR RENEWAL THEREOF ISSUED TO A PERSON TWENTY-ONE YEARS OF AGE OR OVER SHALL BE LANDSCAPE OR HORIZONTAL IN FORM. IN THE CASE OF A LICENSEE WHO IS LESS THAN TWENTY-ONE YEARS OF AGE, THE LICENSE ISSUED SHALL CONTAIN THE DATE ON WHICH THE LICENSEE WILL BECOME TWENTY-ONE YEARS OF AGE. S 2. Subdivision 1 of section 503 of the vehicle and traffic law is amended by adding a new paragraph (c) to read as follows: (C) A LICENSE ISSUED PURSUANT TO PARAGRAPH (C) OF SUBDIVISION ONE OF SECTION FIVE HUNDRED FOUR OF THIS CHAPTER SHALL EXPIRE ON THE LICENSEE'S TWENTY-FIRST BIRTHDAY UNLESS OTHERWISE SUSPENDED OR REVOKED. S 3. Subdivision 3 of section 490 of the vehicle and traffic law is amended by adding a new paragraph (d) to read as follows: (D) EVERY IDENTIFICATION CARD OR RENEWAL THEREOF ISSUED TO A PERSON LESS THAN TWENTY-ONE YEARS OF AGE SHALL BE PORTRAIT OR VERTICAL IN FORM AND EVERY IDENTIFICATION CARD OR RENEWAL THEREOF ISSUED TO A PERSON TWENTY-ONE YEARS OF AGE OR OVER SHALL BE LANDSCAPE OR HORIZONTAL IN FORM. IN THE CASE OF A PERSON WHO IS LESS THAN TWENTY-ONE YEARS OF AGE, THE IDENTIFICATION CARD ISSUED SHALL CONTAIN THE DATE ON WHICH THE PERSON WILL BECOME TWENTY-ONE YEARS OF AGE.
