BILL NUMBER: S6097 TITLE OF BILL : An act to amend the education law, in relation to authorizing vocational education and extension boards to permit students who receive home instruction to participate in vocational education courses SUMMARY OF PROVISIONS : Section 1 amends section 1102 of the education law by adding a new subdivision (16). Section 2 provides for an effective date. PURPOSE AND JUSTIFICATION : Currently, New York State law states that home schooled students are not entitled to participate in vocational education programs. Students parents/guardians are required to pay local school taxes yet their children are not entitled to the basic benefits their school districts provide. It is unfair to punish these students whose parents have made a decision to be more actively involved in their child's education. The goal of this legislation is to afford to home schooled students the same opportunities as students who attend public schools so that they may also have a well-rounded educational experience.
