BILL NUMBER: S7117 TITLE OF BILL : An act to amend the vehicle and traffic law, in relation to creating the Lucille Ball distinctive plate PURPOSE : To authorize and direct the Commissioner of the Department of Motor Vehicles to establish and issue distinctive Lucille Ball license plates. SUMMARY OF PROVISIONS : Section 1. Adds a new subdivision (x) to Section 404 of the vehicle and traffic law to establish and issue distinctive Lucille Ball license plates. Provides that the Department of Motor Vehicles shall consult with the Lucille Ball-Desi Arnaz Center in formulating an appropriate design for this plate. Requires an additional annual service charge of twenty-five dollars per license plate to be deposited to the credit of the Department of Motor Vehicles Distinctive Plate Development Fund, to be used for the production, design, advertising, and marketing of distinctive plates. YOUNG -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to creating the Lucille Ball distinctive plate THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The vehicle and traffic law is amended by adding a new section 404-x to read as follows: S 404-X. DISTINCTIVE LUCILLE BALL PLATES. 1. ANY PERSON RESIDING IN THIS STATE SHALL, UPON REQUEST, BE ISSUED A DISTINCTIVE PLATE HONORING LUCILLE BALL OF A DESIGN APPROVED BY THE COMMISSIONER, IN CONSULTATION WITH THE LUCILLE BALL-DESI ARNAZ CENTER. APPLICATION FOR SUCH PLATE SHALL BE FILED WITH THE COMMISSIONER IN SUCH FORM AND DETAIL AS THE COMMISSIONER SHALL PRESCRIBE. 2. A DISTINCTIVE PLATE ISSUED PURSUANT TO THIS SECTION SHALL BE ISSUED IN THE SAME MANNER AS OTHER NUMBER PLATES UPON PAYMENT OF THE REGULAR REGISTRATION FEE PRESCRIBED BY SECTION FOUR HUNDRED ONE OF THIS ARTICLE; PROVIDED, HOWEVER, THAT AN ADDITIONAL ANNUAL SERVICE CHARGE OF TWENTY-FIVE DOLLARS SHALL BE CHARGED FOR SUCH PLATE. SUCH ANNUAL SERVICE CHARGE SHALL BE DEPOSITED, PURSUANT TO SECTION FOUR HUNDRED FOUR-OO OF THIS ARTICLE, TO THE CREDIT OF THE DEPARTMENT OF MOTOR VEHICLES DISTINC- TIVE PLATE DEVELOPMENT FUND, ESTABLISHED BY SECTION NINETY-FIVE-G OF THE STATE FINANCE LAW, AND SHALL BE USED FOR THE PRODUCTION, DESIGN, ADVER- TISING AND MARKETING OF DISTINCTIVE PLATES PURSUANT TO SUCH SECTION NINETY-FIVE-G.
