BILL NUMBER: S878 TITLE OF BILL : An act to amend the public authorities law, in relation to commuter safety PURPOSE/SUMMARY OF PROVISIONS : This bill will require an analysis of the impact that a proposed reduction in transit authority personnel or services will have on commuter safety. JUSTIFICATION : The New York City Transit Authority recently announced a proposal which would reduce the hours for operation of many token booths in the four boroughs. Some of the proposed booth closings are relatively modest however, others will cause hundreds of riders to go blocks out of their way to reach their destination. Regardless of the outcome of this most recent proposal, this legislation will ensure that the safety of riders is of utmost concern in the minds of the Transit Authorities. FISCAL IMPLICATIONS : No cost to the State.

KRUGER -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the public authorities law, in relation to commuter safety THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraph b of subdivision 1 of section 1269-d of the public authorities law, as amended by chapter 929 of the laws of 1986, is amended to read as follows: b. Planned service and performance standards for each year of the period covered by the plan; including, in such plan submitted after July first, nineteen hundred eighty-eight, (a) standards for determining frequency of service at peak hours and off-peak hours, (b) frequency of service at peak and off-peak hours based on the application of such standards to the current period for each subway line, bus route or group of bus routes, and commuter rail lines, divisions or branches as appro- priate, (c) projected performance for each subway line, bus route or group of bus routes, and commuter rail lines, divisions or branches as appropriate as measured by reliability indicators commonly utilized within the transit industry, including such measures as mean distance between failures for subway cars, planned number of vehicles with air conditioning and projected reliability of such equipment, planned stand- ards for cleanliness of the interior and exterior of subway cars, commu- ter rail cars, buses, and passenger stations, and other appropriate measures of planned performance influencing the quality of services, (D) AN ANALYSIS OF THE IMPACT OF A PROPOSED REDUCTION IN TRANSIT AUTHORITY PERSONNEL OR SERVICES INCLUDING, BUT NOT LIMITED TO, BOOTH CLOSINGS, ON COMMUTER SAFETY. WITHIN TEN DAYS OF THE COMPLETION OF SUCH ANALYSIS A COPY THEREOF SHALL BE FORWARDED TO THE GOVERNOR FOR REVIEW AND COMMENT THEREON; S 2. This act shall take effect immediately.
