Authorizes the triborough bridge and tunnel authority, its licensees and contractors to have certain powers to erect, install, repair, reconstruct, maintain, operate or paint outdoor advertising signs or devices, including electronic displays, on or about its bridges, tunnels, projects, structures, facilities and other properties, including approaches; provides any such sign or device shall not obstruct official traffic signs nor interfere with driver's view of roadways.

BRENNAN -- read once and referred to the Commit- tee on Corporations, Authorities and Commissions AN ACT to amend the public authorities law, in relation to the Tribor- ough bridge and tunnel authority THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 569-b of the public authorities law is amended by adding a new subdivision 5 to read as follows: 5. NOTWITHSTANDING SUBDIVISION ONE OF THIS SECTION OR ANY OTHER LAW, GENERAL, SPECIAL OR LOCAL, THE AUTHORITY, AND ITS LICENSEES AND CONTRAC- TORS, SHALL HAVE THE POWER TO ERECT, INSTALL, REPAIR, RECONSTRUCT, MAIN- TAIN, OPERATE OR PAINT OUTDOOR ADVERTISING SIGNS OR DEVICES, INCLUDING ELECTRONIC DISPLAYS, ON OR ABOUT ITS BRIDGES, TUNNELS, PROJECTS, STRUC- TURES, FACILITIES AND OTHER PROPERTIES, INCLUDING APPROACHES. S 2. This act shall be deemed repealed if any federal agency or any court of competent jurisdiction determines that this act would render New York state or any public authority ineligible for the receipt of federal funds. S 3. This act shall take effect immediately. The Triborough bridge and tunnel authority shall notify the legislative bill drafting commis- sion of the date a determination is made as described in section two of this act in order that the commission may maintain an accurate and time- ly effective data base of the official text of the laws of the state of New York in furtherance of effecting the provisions of section 44 of the legislative law and section 70-b of the public officers law.
