KAVANAGH, ROSENTHAL, MILLMAN, O'DONNELL, MENG, GIBSON, WEINSTEIN -- Multi-Sponsored by -- M. of A. GOTTFRIED, PHEFFER -- read once and referred to the Committee on Cities AN ACT to amend the administrative code of the city of New York, in relation to the safety of elevators in buildings owned by the New York city housing authority THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The administrative code of the city of New York is amended by adding four new sections 28-304.10, 28-304.11, 28-304.12 and 28-304.13 to read as follows: S 28-304.10 DOOR ZONE RESTRICTORS. IN ANY BUILDING OWNED BY THE NEW YORK CITY HOUSING AUTHORITY, ALL ELEVATORS SHALL HAVE A DOOR ZONE RESTRICTOR WHICH PREVENTS THE ELEVATOR DOOR FROM OPENING MORE THAN FOUR INCHES WIDE WHEN THE ELEVATOR STOPS BETWEEN FLOORS. S 28-304.11 BUILDING INSPECTION OF ELEVATORS. IN ANY BUILDING OWNED BY THE NEW YORK CITY HOUSING AUTHORITY, ALL ELEVATORS SHALL BE INSPECTED BY THE DEPARTMENT OF BUILDINGS IN ACCORDANCE WITH THIS ARTICLE. S 28-304.12 INTERAGENCY COORDINATION. THE NEW YORK CITY HOUSING AUTHORITY SHALL COMMUNICATE INFORMATION REGARDING ELEVATOR SAFETY, INCLUDING, BUT NOT LIMITED TO, INFORMATION PERTAINING TO ELEVATOR HAZARDS AND THE NUMBER OF TIMES FIREFIGHTERS HAVE BEEN CALLED TO RESCUE PASSENGERS IN ELEVATORS, WITH THE DEPARTMENT OF BUILDINGS AND THE FIRE DEPARTMENT OF THE CITY OF NEW YORK TO ENHANCE THE SAFETY OF PASSENGERS. S 28-304.13 PUBLIC DISCLOSURE OF INSPECTION DATA. THE NEW YORK CITY HOUSING AUTHORITY AND THE DEPARTMENT OF BUILDINGS SHALL PROVIDE TO THE PUBLIC DETAILED REPORTS REGARDING THE RESULTS OF ELEVATOR INSPECTIONS IN BUILDINGS OWNED BY THE NEW YORK CITY HOUSING AUTHORITY. SUCH REPORTS SHALL PROVIDE A DETAILED EXPLANATION OF HOW THE ELEVATOR WAS GRADED AND WHY AN ELEVATOR RECEIVED AN UNSATISFACTORY OR LOW GRADE. S 2. This act shall take effect on the one hundred eightieth day after it shall have become a law. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
