Provides that expenditures made by the county of Monroe or the Rochester city school district for preventive services described in paragraph b of this subdivision shall be subject to sixty-five percent state reimbursement; further provides that one hundred percent of Monroe county's local portion of claims for such services are comprised of privately donated funds.

MORELLE -- read once and referred to the Commit- tee on Children and Families AN ACT to amend the social services law, in relation to public-private partnerships to support at-risk children; and providing for the repeal of such provisions upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The social services law is amended by adding a new section 153-l to read as follows: S 153-L. PUBLIC-PRIVATE PARTNERSHIPS TO SUPPORT AT-RISK CHILDREN; FUNDING. 1. (A) EXPENDITURES MADE BY THE COUNTY OF MONROE OR THE ROCHES- TER CITY SCHOOL DISTRICT FOR PREVENTIVE SERVICES DESCRIBED IN PARAGRAPH (B) OF THIS SUBDIVISION SHALL BE SUBJECT TO SIXTY-FIVE PERCENT STATE REIMBURSEMENT; PROVIDED, HOWEVER, THAT ONE HUNDRED PERCENT OF MONROE COUNTY'S LOCAL PORTION OF CLAIMS FOR SUCH SERVICES ARE COMPRISED OF PRIVATELY DONATED FUNDS. (B) ELIGIBLE PROGRAMS INCLUDE THOSE PROVIDING: (I) HOME VISITATION, TREATMENT INTERVENTION AND PARENTING EDUCATION TO FAMILIES ELIGIBLE FOR SERVICE UNDER THE TEMPORARY ASSISTANCE FOR NEEDY FAMILIES PROGRAM; (II) EDUCATIONAL INTERVENTION AND IMPROVEMENT SERVICES FOR STUDENTS AT RISK OF ACADEMIC FAILURE AND SCHOOL DROP OUT; (III) INTERVENTION AND INDIVID- UALIZED PLANNING SERVICES PROVIDING SUPPORT FOR FAMILIES THAT HAVE SOUGHT FAMILY COURT INTERVENTION FOR A PERSON IN NEED OF SUPERVISION PETITION OR CHILD WITH SERIOUS EMOTIONAL CHALLENGES; (IV) SERVICES INTENDED TO INCREASE GRADUATION RATES AND PREPARE STUDENTS FOR COLLEGE OR THE WORKPLACE THROUGH ONE-ON-ONE MENTORING, ACADEMIC SUPPORT, LIFE AND SOCIAL SKILLS, AND JOB READINESS; AND (V) AT-RISK FIRST-TIME PARENTS WITH MATERNAL AND CHILD HEALTH NURSES TO IMPROVE PREGNANCY OUTCOMES, CHILD HEALTH AND DEVELOPMENT, AND FAMILY ECONOMIC SELF-SUFFICIENCY. 2. THE COUNTY OF MONROE OR THE ROCHESTER CITY SCHOOL DISTRICT SHALL PROVIDE AN ANNUAL REPORT ON OR BEFORE THE FIRST DAY OF DECEMBER TO THE EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
