AN ACT to amend the executive law, in relation to creating  a  veterans'
  job  bank  for  purposes  of  identifying veteran committed employment
  opportunities

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.   The executive law is amended by adding a new section 369
to read as follows:
  S 369. VETERANS' JOB BANK. 1.  THE  DIVISION  IS  HEREBY  DIRECTED  TO
CREATE AND MAINTAIN A CENTRALIZED DATABASE, TO BE KNOWN AS THE VETERANS'
JOB BANK.
  2.  THE  DATABASE SHALL BE PUBLICLY AVAILABLE ON A WEBSITE CREATED AND
MAINTAINED BY THE DIVISION. THE WEBSITE SHALL ACCOMPLISH  THE  FOLLOWING
OBJECTIVES:
  (A) IDENTIFY EMPLOYERS AND EMPLOYMENT OPPORTUNITIES TARGETED AT VETER-
ANS,  INCLUDING  BUT  NOT  LIMITED  TO,  STATE,  LOCAL AND FEDERAL JOBS,
PRIVATE AND NOT-FOR-PROFIT  ENTERPRISES,  SELF-EMPLOYMENT  AND  BUSINESS
OWNERSHIP  OPPORTUNITIES,  MENTORING  AND  INTERNSHIP  OPPORTUNITIES AND
APPRENTICESHIPS, LICENSING, CREDENTIALING AND  CERTIFICATION  FOR  TRADE
EMPLOYMENT;
  (B)  PROVIDE  INFORMATION  REGARDING INDUSTRY SPECIFIC CAREER TRAINING
AND CERTIFICATION;
  (C) PROVIDE JOB  LISTINGS  AND  RESOURCES  SPECIFICALLY  FOR  MILITARY
SPOUSES;
  (D) ALLOW EMPLOYERS TO POST JOB OPPORTUNITIES AND LISTINGS;
  (E)  IDENTIFY  KEYWORDS  FOR  EMPLOYMENT  OPPORTUNITIES  EITHER BY JOB
DESCRIPTION, JOB TITLE, JOB SKILLS OR OTHER CRITERIA TO BE DETERMINED BY
THE DIRECTOR;
  (F) PROVIDE  A  MILITARY  OCCUPATIONAL  CODE  TRANSLATOR  WHICH  SHALL
CONVERT  AN  INDIVIDUAL'S  MILITARY EXPERIENCE INTO RELATED CIVILIAN JOB
SKILLS;

AN ACT to amend the executive law, in relation to requiring the division
  of veterans' affairs to maintain an employment portal on its website

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 353 of the executive law is amended by adding a new
subdivision 7-b to read as follows:
  7-B. TO PROVIDE INFORMATION REGARDING RESOURCES THAT ARE AVAILABLE  TO
ASSIST  VETERANS  IN  OBTAINING  EMPLOYMENT  BY  MAINTAINING A VETERANS'
EMPLOYMENT PORTAL ON THE DIVISION'S INTERNET WEBSITE. SUCH PORTAL  SHALL
PROVIDE VIRTUAL LINKS TO APPROPRIATE GOVERNMENTAL PROGRAMS ON THE FEDER-
AL  AND  STATE  LEVEL,  INCLUDING,  BUT NOT LIMITED TO THE UNITED STATES
DEPARTMENT OF LABOR AND THE NEW YORK STATE DEPARTMENT  OF  LABOR.    THE
DIVISION  MAY  CONSULT  WITH MEMBERS OF THE COMMUNITY DEVOTED TO HELPING
VETERANS OBTAIN EMPLOYMENT. THE DIVISION SHALL MAKE  REFERENCE  TO  THIS
INFORMATION  PURSUANT TO SUBDIVISIONS FOUR-A, FOUR-B, AND FOUR-C OF THIS
SECTION AND THE ANNUAL REPORT TO THE GOVERNOR  AND  THE  LEGISLATURE  AS
PROVIDED  IN  SUBDIVISION  ELEVEN  OF  THIS  SECTION.  SUCH  INFORMATION
REQUIRED UNDER THIS SUBDIVISION SHALL BE MAINTAINED AND UPDATED  ANNUAL-
LY.  THE INFORMATION MAY ALSO BE MADE AVAILABLE IN PRINTED FORM.
  S  2.  This  act shall take effect on the ninetieth day after it shall
have become a law, provided that any rules and regulations necessary for
the implementation of this act on its effective date shall be promulgat-
ed on or before such date.
