BILL NUMBER:S1952 TITLE OF BILL: An act to amend the public authorities law, in relation to prohibiting the imposition of a toll on intra-borough bridges SUMMARY: Amends section five hundred fifty-three of the public Authorities Law by adding a new subdivision twelve-a, prohibiting the imposition of a toll or fee for the use of any intra-borough bridge. JUSTIFICATION: To require a toll on an intra-borough bridge divides communities, neighborhoods and prohibits access to local services. It is a grossly unfair policy to allow tolls on such bridges. such a toll creates a negative impact on communities by requiring individuals to pay a toll several times a day just to accomplish normal, everyday chores. This is wholly different from the usual bridge toll which is encountered only twice daily by workers to and from their place of employment. FISCAL IMPLICATIONS:

KRUGER -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the public authorities law, in relation to prohibiting the imposition of a toll on intra-borough bridges THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 553 of the public authorities law is amended by adding a new subdivision 12-a to read as follows: 12-A. NOTWITHSTANDING ANY OTHER PROVISION OF LAW, THE AUTHORITY SHALL NOT IMPOSE A TOLL OR FEE FOR THE USE OF ANY INTRA-BOROUGH BRIDGE. S 2. This act shall take effect on the sixtieth day after it shall have become a law. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD07157-01-1
