Directs the regents of the university of the state of New York to prescribe courses of instruction relating to sensitivity training regarding diversity of race, ethnicity and religion; and directs the regents to prepare guidelines for such course of study and provide grants from funds so appropriated for such curriculum.

BILL NUMBER:S2562 TITLE OF BILL: An act to amend the education law, in relation to requiring a curriculum of study in sensitivity training regarding diversity of race, ethnicity and religion PURPOSE: This bill requires a course of instruction in sensitivity training regarding diversity. SUMMARY OF PROVISIONS: Section 1 amends the education law by adding a new section 801-b. The regents shall prescribe courses of instruction to be maintained and followed in the schools to train pupils about diversity of race, ethnicity, and religion. The regents shall prepare the guidelines for the implementation of local programs that promote understanding, awareness and appreciation of people with various backgrounds. Courses will be provided to instruct teachers. Section 2 is the enacting clause. This bill shall take effect the first of September next succeeding the date it shall become law. KRUGER -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT to amend the education law, in relation to requiring a curriculum of study in sensitivity training regarding diversity of race, ethnici- ty and religion THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The education law is amended by adding a new section 801-b to read as follows: S 801-B. COURSES OF INSTRUCTION IN SENSITIVITY TRAINING REGARDING DIVERSITY. 1. THE REGENTS OF THE UNIVERSITY OF THE STATE OF NEW YORK, IN COOPERATION WITH THE COMMISSIONER, SHALL PRESCRIBE COURSES OF INSTRUC- TION TO BE MAINTAINED AND FOLLOWED IN ALL THE SCHOOLS OF THE STATE RELATING TO SENSITIVITY TRAINING WHICH SHALL INSTRUCT PUPILS ABOUT DIVERSITY OF RACE, ETHNICITY AND RELIGION. 2. THE REGENTS SHALL: A. PREPARE GUIDELINES FOR THE DESIGN AND IMPLE- MENTATION OF LOCAL PROGRAMS AND INSTRUCTIONAL CURRICULA THAT PROMOTE UNDERSTANDING, AWARENESS, AND APPRECIATION OF THE CONTRIBUTIONS OF PEOPLE WITH DIVERSE BACKGROUNDS AND OF HARMONIOUS RELATIONS IN A DIVERSE SOCIETY. THE GUIDELINES SHALL INCLUDE METHODS OF EVALUATING THE PROGRAMS AND CURRICULA AND SUGGESTED PROCEDURES TO ENSURE COORDINATION OF THE PROGRAMS AND CURRICULA WITH APPROPRIATE LOCAL PUBLIC AND PRIVATE AGEN- CIES. B. PROVIDE GRANTS, FROM FUNDS APPROPRIATED FOR SUCH PURPOSE, TO SCHOOL DISTRICTS AND COUNTIES TO DEVELOP PROGRAMS AND CURRICULA CONSISTENT WITH THE GUIDELINES DEVELOPED IN PARAGRAPH A OF THIS SUBDIVISION. C. TO THE EXTENT POSSIBLE, PROVIDE ADVICE AND DIRECT SERVICES, CONSISTENT WITH THE GUIDELINES DEVELOPED IN PARAGRAPH A OF THIS SUBDIVI- SION, TO SCHOOL DISTRICTS AND COUNTIES TO IMPLEMENT THE PROGRAMS AND CURRICULA DEVELOPED PURSUANT TO THIS SECTION.
