BILL NUMBER:S4252 TITLE OF BILL: An act to amend the executive law, in relation to requiring all state agencies and departments to accept certain methods of payment PURPOSE: All state agencies and departments accepting or collecting fees, fines, penalties, rents, rates, taxes, charges, revenue, financial obligations or other amounts from the public shall provide for the acceptance of credit cards, debit cards, money orders, and personal and business checks as a method of payments for any amount accepted or collected by such agency or department. SUMMARY OF PROVISIONS: Section 1 of the executive law is amended by adding a new section 164-e. JUSTIFICATION: There should not be a barrier placed between the people who have to pay the state a fee, and the state collecting its much-needed revenue. Currently, there are a number of state agencies that do not accept personal checks, business checks or credit cards. With the current economic deficit faced by the state of New York, current cash flows are essential for stability. The executive law is amended by adding a new section 164-e to read as follows: S 164-E. FORMS OF PAYMENT ACCEPTED BY STATE AGENCIES AND DEPARTMENTS. ALL STATE AGENCIES AND DEPARTMENTS ACCEPTING OR COLLECTING FEES, FINES, PENALTIES, RENTS, RATES, TAXES, CHARGES, REVENUE, FINANCIAL OBLIGATIONS OR OTHER AMOUNTS, FROM THE PUBLIC SHALL PROVIDE FOR THE ACCEPTANCE OF CREDIT CARDS, DEBIT CARDS, MONEY ORDERS, AND PERSONAL AND BUSINESS CHECKS AS A METHOD OF PAYMENT FOR ANY AMOUNT ACCEPTED OR COLLECTED BY SUCH AGENCY OR DEPARTMENT.
