BILL NUMBER:S6315 TITLE OF BILL: An act to amend the education law, in relation to the practice of registered professional nursing by a certified registered nurse anesthetist PURPOSE OR GENERAL IDEA OF BILL: To grant limited prescriptive authority to certified registered nurse anesthetists SUMMARY OF SPECIFIC PROVISIONS: The bill amends section 6902 of the education law to provide that the practice of registered professional nursing by a certified registered nurse anesthetist may include the ability to prescribe during the peri-anesthetic period. The certified registered nurse anesthetist must complete a program approved by the Department of Education and obtain a certificate. The term "certified registered nurse anesthetists" is defined as a registered professional nurse licensed in this state who has satisfactorily completed educational preparation for the provision of anesthesia services in a program accredited by a national accrediting body recognized by the Department of Education or determined to be the equivalent and who submits evidence of certification or recertification to the Department.

DUANE -- read twice and ordered printed, and when printed to be committed to the Committee on Higher Education AN ACT to amend the education law, in relation to the practice of regis- tered professional nursing by a certified registered nurse anesthetist THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 6902 of the education law is amended by adding a new subdivision 4 to read as follows: 4. (A) THE PRACTICE OF REGISTERED PROFESSIONAL NURSING BY A CERTIFIED REGISTERED NURSE ANESTHETIST MAY INCLUDE THE ABILITY TO PRESCRIBE DURING THE PERI-ANESTHETIC PERIOD. THE CERTIFIED REGISTERED NURSE ANESTHETIST SHALL OBTAIN A CERTIFICATE FROM THE DEPARTMENT UPON SUCCESSFULLY COMPLETING A PROGRAM INCLUDING AN APPROPRIATE PHARMACOLOGY COMPONENT, OR ITS EQUIVALENT, AS ESTABLISHED BY THE COMMISSIONER'S REGULATIONS, PRIOR TO PRESCRIBING UNDER THIS SUBDIVISION. THE CERTIFICATE SHALL STATE WHETHER THE CERTIFIED REGISTERED NURSE ANESTHETIST HAS SUCCESSFULLY COMPLETED SUCH A PROGRAM OR EQUIVALENT AND IS AUTHORIZED TO PRESCRIBE UNDER THIS SUBDIVISION. (B) FOR PURPOSES OF THIS ARTICLE THE TERM "CERTIFIED REGISTERED NURSE ANESTHETIST" SHALL MEAN A REGISTERED PROFESSIONAL NURSE LICENSED IN THIS STATE: WHO HAS SATISFACTORILY COMPLETED EDUCATIONAL PREPARATION FOR THE PROVISION OF ANESTHESIA SERVICES IN A PROGRAM REGISTERED BY THE DEPART- MENT OR IN A PROGRAM ACCREDITED BY A NATIONAL BODY RECOGNIZED BY THE DEPARTMENT OR DETERMINED BY THE DEPARTMENT TO BE EQUIVALENT; AND WHO SUBMITS EVIDENCE IN A MANNER AND FORM PRESCRIBED BY THE DEPARTMENT OF CURRENT CERTIFICATION OR RECERTIFICATION BY A NATIONAL CERTIFYING BODY RECOGNIZED BY THE DEPARTMENT.
