BILL NUMBER:S7200 TITLE OF BILL: An act to amend the public lands law, in relation to state aid on certain leased or state-owned lands PURPOSE OR GENERAL IDEA OF BILL: The bill modifies existing public lands law payments on the Empire State Plaza PILOT, by providing for a "spin up" of the last four years of the scheduled payments. SUMMARY OF SPECIFIC PROVISIONS: Section 1 amends paragraph 1 of subdivision 2-a of section 19-a of the public lands law, as amended by section 1 of part T of Chapter 57 of the Laws of 2012 to "spin up" the last four years of scheduled payments. Section 2 is the effective date. JUSTIFICATION: To help alleviate the financial situation currently faced by the City of Albany, they have requested this legislation which modifies the PILOT payments on the Empire State Plaza. The proposal calls for a "spin up" of $7,850,000 from the last four years of the scheduled payments beginning in fiscal year 2013-14.

CANESTRARI, McENENY -- read once and referred to the Committee on Real Property Taxation AN ACT to amend the public lands law, in relation to state aid on certain leased or state-owned lands THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraph 1 of subdivision 2-a of section 19-a of the public lands law, as amended by section 1 of part T of chapter 57 of the laws of 2012, is amended to read as follows: (1) Notwithstanding any provision of this section to the contrary, in addition to state aid otherwise payable pursuant to this section, there shall be payable to any city located in a county in which there has been constructed a state office building project in accordance with the provisions of chapter one hundred fifty-two of the laws of nineteen hundred sixty-four, as amended, and pursuant to an agreement entitled the "South Mall contract" dated May eleventh, nineteen hundred sixty- five, state aid in accordance with the following schedule: State Fiscal Year Amount 2000-2001 $4,500,000 2001-2002 $4,500,000 2002-2003 $4,500,000 2003-2004 $9,850,000 2004-2005 $16,850,000 2005-2006 $22,850,000 2006-2007 $22,850,000 2007-2008 $22,850,000 2008-2009 $22,850,000 2009-2010 $22,850,000 EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
