AN  ACT  to  amend  the  mental hygiene law, in relation to enacting the
  "skills for direct support professional jobs for  the  developmentally
  disabled act"

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. This act shall be known and may be cited as the "skills for
direct support professional jobs for the developmentally disabled act".
  S 2. The mental hygiene law is amended by adding a new  section  13.41
to read as follows:
S 13.41 REPORT ON WORKFORCE NEEDS AND CREDENTIAL PRODUCTION.
  1. TO THE EXTENT PRACTICABLE WITHIN AVAILABLE RESOURCES AND SUBJECT TO
THE  AVAILABILITY  OF  DATA CURRENTLY COLLECTED BY AND ACCESSIBLE TO THE
OFFICE, THE OFFICE, IN CONSULTATION WITH THE DEPARTMENT  OF  LABOR,  THE
DEPARTMENT OF EDUCATION, AND ANY OTHER ENTITY THE OFFICE DEEMS APPROPRI-
ATE,  SHALL  PRODUCE A REPORT REGARDING STATE WORKFORCE NEED PROJECTIONS
AND CREDENTIAL PRODUCTION. THE REPORT SHALL:
  (A) INDICATE THE STATE'S ANTICIPATED WORKFORCE NEEDS AND THE NUMBER OF
DEGREES, CERTIFICATES, AND OTHER CREDENTIALS  THAT  PUBLIC  AND  PRIVATE
INSTITUTIONS  OF  HIGHER  EDUCATION, PRIVATE OCCUPATIONAL SCHOOLS, LOCAL
COMMUNITY COLLEGES, AND AREA VOCATIONAL SCHOOLS EXPECT TO ISSUE;
  (B) TO THE EXTENT PROVIDED BY  SOURCES  EXTERNAL  TO  THE  DEPARTMENT,
INDICATE  THE  STATE'S  ANTICIPATED NUMBER OF DEGREES, CERTIFICATES, AND
OTHER CREDENTIALS THAT HIGH SCHOOL VOCATIONAL  PROGRAMS,  APPRENTICESHIP
PROGRAMS, AND OTHER PUBLIC OR PRIVATE WORKFORCE TRAINING PROGRAMS EXPECT
TO ISSUE;
  (C)  IDENTIFY  ANY  WORKFORCE NEEDS, INCLUDING AREAS OF SPECIALIZATION
WITHIN A PARTICULAR VOCATION, THAT MAY NOT  BE  MET  BY  THE  EDUCATION,
TRAINING, AND APPRENTICESHIP PROGRAMS;
  (D)  IDENTIFY INSTITUTIONS, PUBLIC OR PRIVATE, THAT MAY MEET PROJECTED
WORKFORCE NEEDS; AND
  (E) PROMULGATE RECOMMENDATIONS FOR A  MASTER  PLAN  FOR  A  COURSE  OF
STUDYING OFFERING.
