AN ACT to amend the administrative code of the  city  of  New  York,  in
  relation  to requiring verbal warnings to be issued prior to the issu-
  ance of a parking violation

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. The administrative code of the city of New York is amended
by adding a new section 19-162.3 to read as follows:
  S 19-162.3 VERBAL WARNING PRIOR TO PARKING VIOLATION. NO  MOTOR  VEHI-
CLE,  OCCUPIED  BY  ONE  OR  MORE  PERSONS,  SHALL  BE  ISSUED A PARKING
VIOLATION UNLESS A VERBAL WARNING HAS FIRST BEEN ISSUED BY A  MEMBER  OF
THE POLICE DEPARTMENT, FIRE DEPARTMENT, THE DEPARTMENT OF TRANSPORTATION
OR  ANY  OTHER  OFFICER  DESIGNATED  WITH  THE  AUTHORITY  TO ISSUE SUCH
VIOLATIONS BY THE PARKING VIOLATIONS BUREAU.
  S 2. This act shall take effect on the sixtieth  day  after  it  shall
have become a law.
