Prohibits the use of power leaf and lawn blowers for any purpose, except between 8:00 A.M. and 9:00 P.M. on Monday through Friday, and between 10:00 A.M. and 9:00 P. M. on Saturday and Sunday; violators shall be subject to a civil fine of not more than $100.

AN ACT to amend the public health law, in relation  to  prohibiting  the
  use of power leaf and lawn blowers during certain hours

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The public health law is amended by adding  a  new  section
1300-d to read as follows:
  S 1300-D. POWER LEAF AND LAWN BLOWERS. NO PERSON SHALL OPERATE A POWER
LEAF  AND  LAWN BLOWER FOR ANY PURPOSE EXCEPT BETWEEN THE HOURS OF EIGHT
O'CLOCK IN THE MORNING AND NINE O'CLOCK IN THE EVENING ON MONDAYS, TUES-
DAYS, WEDNESDAYS, THURSDAYS AND FRIDAYS, AND BETWEEN THE  HOURS  OF  TEN
O'CLOCK  IN THE MORNING AND NINE O'CLOCK IN THE EVENING ON SATURDAYS AND
SUNDAYS. ANY PERSON WHO VIOLATES THE PROVISIONS OF THIS SECTION SHALL BE
SUBJECT TO A CIVIL FINE OF NOT MORE THAN ONE HUNDRED DOLLARS.
  S 2. This act shall take effect on the thirtieth day  after  it  shall
have become a law.
