THIELE -- read once and referred to the Committee on Environmental Conservation AN ACT to amend the environmental conservation law, in relation to the transfer of lobster permits THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraph a of subdivision 3 of section 13-0329 of the environmental conservation law, as amended by chapter 522 of the laws of 1985, is amended to read as follows: a. Lobster permits shall be [non transferable] NONTRANSFERABLE and shall expire on December 31 of the year of issue, EXCEPT THAT LOBSTER PERMITS SHALL BE TRANSFERABLE BETWEEN PERSONS WHO EACH POSSESS A FOOD FISH LICENSE. If it appears in the public interest, the department may suspend or cancel any such permit on ten days' written notice to the holder thereof. S 2. This act shall take effect immediately.
