AN ACT to amend the public authorities law, in relation  to  the  elimi-
  nation of tolls for certain vehicles on the New York state thruway

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 354 of the public authorities  law  is  amended  by
adding a new subdivision 8-a to read as follows:
  8-A.  TO  DEVELOP  AND  IMPLEMENT REGULATIONS PROVIDING FOR THE ELIMI-
NATION OF TOLLS ON THE NEW YORK STATE THRUWAY FOR VEHICLES  TRANSPORTING
VETERANS TO AND FROM VETERAN'S ADMINISTRATION HOSPITALS AND OTHER VETER-
AN'S HEALTHCARE FACILITIES.
  S 2. This act shall take effect immediately.
