AN ACT to amend the vehicle and traffic law, in  relation  to  requiring
  minors  be  enrolled in high school or a graduation equivalent diploma
  program in order to be issued and retain a driver's license or permit

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Section  507 of the vehicle and traffic law is amended by
adding a new subdivision 3 to read as follows:
  3. MINOR'S EDUCATIONAL REQUIREMENTS. NO LICENSE  OR  LEARNER'S  PERMIT
MAY  BE  ISSUED TO A PERSON UNDER THE AGE OF EIGHTEEN UNLESS SUCH PERSON
IS ENROLLED IN HIGH SCHOOL OR A GRADUATION EQUIVALENT DIPLOMA PROGRAM OR
IS A HIGH SCHOOL GRADUATE OR HAS RECEIVED  THEIR  GRADUATION  EQUIVALENT
DIPLOMA AND PRESENTS PROOF OF SUCH. ANY PERSON UNDER THE AGE OF EIGHTEEN
WHO HAS BEEN ISSUED A LICENSE OR LEARNER'S PERMIT AND SUBSEQUENTLY CEAS-
ES  TO  ATTEND  HIGH  SCHOOL  OR A GRADUATION EQUIVALENT DIPLOMA PROGRAM
WITHOUT GRADUATING OR RECEIVING A GRADUATION  EQUIVALENT  DIPLOMA  SHALL
HAVE  THEIR  LICENSE OR PERMIT REVOKED. THE COMMISSIONER AND THE COMMIS-
SIONER OF EDUCATION SHALL PROMULGATE THOSE RULES AND REGULATIONS  NECES-
SARY TO CARRY OUT THE PROVISIONS OF THIS SUBDIVISION.
  S  2.  This  act  shall  take  effect  on  the first of September next
succeeding the date on which it shall have become a law; except that any
rules and regulations necessary for the timely  implementation  of  this
act on its effective date shall be promulgated on or before such date.
