GOTTFRIED -- read once and referred to the Committee on Corporations, Authori- ties and Commissions AN ACT to amend the public authorities law and the transportation law, in relation to metropolitan transportation authority operating and capital budget submission requirements THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The opening paragraph of subdivision 1 of section 1269-d of the public authorities law, as amended by chapter 929 of the laws of 1986, is amended to read as follows: On or before July first, nineteen hundred eighty-seven, the authority shall submit to the governor a strategic operation plan for the five year period commencing January first of the following year. One compo- nent of the plan shall be for the bus and subway services of the New York city transit authority and its subsidiaries and for the Staten Island rapid transit operating authority; the other component shall be for the commuter railroad services, not including the Staten Island rapid transit operating authority, under the jurisdiction of the author- ity. The plan may be amended as required but shall be updated at least annually. BEGINNING WITH THE PLAN FOR THE PERIOD COMMENCING JANUARY FIRST, TWO THOUSAND THIRTEEN, EACH ANNUAL UPDATE SHALL BE SUBMITTED TO THE GOVERNOR ON OR BEFORE THE SEPTEMBER FIRST PRIOR TO THE BEGINNING OF THE PLAN PERIOD. EACH ANNUAL UPDATE MAY ALSO INCLUDE THE INFORMATION REQUIRED UNDER SECTION SEVENTEEN-A OF THE TRANSPORTATION LAW AND MAY BE SUBMITTED IN SATISFACTION OF THE REQUIREMENTS OF SUCH SECTION. The plan shall include, but need not be limited to, the following: S 2. Subdivision 1 of section 17-a of the transportation law, as added by chapter 57 of the laws of 1975, is amended to read as follows: 1. Each regional transportation authority shall submit to the gover- nor, the commissioner, the chairman and ranking minority member of the EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
