J. MILLER, CALHOUN, RAIA -- Multi-Sponsored by -- M. of A. MAYERSOHN, SALADINO, SAYWARD, WEISENBERG -- read once and referred to the Committee on Governmental Operations AN ACT to amend the executive law, in relation to holding harmless certain emergency volunteers in disaster response THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subparagraphs 15 and 16 of paragraph b of subdivision 3 of section 22 of the executive law, subparagraph 15 as amended and subpara- graph 16 as added by section 3 of part B of chapter 56 of the laws of 2010, are amended and a new subparagraph 17 is added to read as follows: (15) a system for obtaining and coordinating situational awareness including the centralized assessment of disaster effects and resultant needs; [and] (16) utilization and coordination of programs to assist individuals with household pets and service animals following a disaster, with particular attention to means of evacuation, shelter and transportation options[.]; AND (17) THE STATE SHALL PROVIDE LIABILITY AND WORKERS' COMPENSATION INSURANCE COVERAGE FOR AUTHORIZED VOLUNTEERS WHO PARTICIPATE IN EFFORTS TO MOVE OR OTHERWISE PROTECT ANIMALS FROM A CLEAR AND PRESENT DANGER CAUSED BY A MAN-MADE OR NATURAL DISASTER. S 2. This act shall take effect on the sixtieth day after it shall have become a law. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
