AN ACT to amend the vehicle and traffic law, in relation to  authorizing
  the issuance of a prorated refund for driver's license renewal fees in
  certain circumstances

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Paragraph (c-2) of subdivision 2  of  section  503  of  the
vehicle  and  traffic law, as added by section 1 of part S of chapter 57
of the laws of 2000, is amended to read as follows:
  (c-2) Refunds. The commissioner shall GIVE OR  CAUSE  TO  BE  GIVEN  A
PRORATED  refund OF any fees paid for a driver's license RENEWAL, pursu-
ant to paragraph (c) of this subdivision for [the] ANY UNUSED PORTION OF
SUCH LICENSE RENEWAL period [commencing after completion of  four  years
of  the  period of validity of such license], provided that such license
is not suspended or revoked  and  is  surrendered  to  the  commissioner
before the end of such [four year] RENEWAL period and application there-
for  is  filed with the commissioner no later than three months from the
expiration of such [four year] RENEWAL period.
  S 2. This act shall take effect on the thirtieth day  after  it  shall
have become a law.
