AN ACT to amend the general municipal law,  in  relation  to  dedicating
  veterans' memorials as parklands in the state of New York

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The general municipal  law  is  amended  by  adding  a  new
section 72-s to read as follows:
  S  72-S.  ALIENATING  PUBLIC  PROPERTY  USED  AS A VETERANS' MEMORIAL.
NOTWITHSTANDING ANY INCONSISTENT PROVISION OF LAW, PUBLIC PROPERTY WHICH
HAS BEEN DONATED TO OR HAS BEEN DESIGNATED BY ANY STATE OR LOCAL GOVERN-
ING BODY, AND USED FOR THE PURPOSE OF CONSTRUCTING OR LOCATING A MEMORI-
AL TO THE VETERANS OF ANY WAR OR CONFLICT ENGAGED IN BY THE ARMED FORCES
OF THE UNITED STATES, SHALL BE DEDICATED AS PARKLAND IN THE MUNICIPALITY
WHEREIN SUCH PROPERTY EXISTS.  SUCH DESIGNATED PUBLIC PROPERTY SHALL NOT
BE ALIENATED, DEVELOPED, LEASED, TRANSFERRED, SOLD OR  DISCONTINUED  FOR
USE  AS  A MEMORIAL SITE UNLESS SUCH ACTION IS APPROVED BY AN ACT OF THE
STATE LEGISLATURE.
  S 2. This act shall take effect immediately.
