BARCLAY -- read once and referred to the Commit- tee on Governmental Employees AN ACT to permanently appoint Todd Hall as a Public Safety Telecommu- nicator within the county of Onondaga THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Notwithstanding any other inconsistent provision of law, rule or regulation, Todd Hall, who was employed by the village of Skaneateles, county of Onondaga, in a permanent position within the noncompetitive class as a Public Service Dispatch Aide since October 24, 1994, whose position was abolished when the village of Skaneateles elim- inated its 911 dispatch services and transferred such services to the county of Onondaga, and who is currently employed on a provisional basis by the county of Onondaga as a Public Safety Telecommunicator, shall be appointed on a permanent basis to the competitive class position of a Public Safety Telecommunicator within the county of Onondaga and shall be deemed to have been appointed to such position on October 24, 1994 provided that such appointment shall not be effective unless the county of Onondaga has passed a resolution providing for such permanent appointment on or before December 31, 2011. Such employee shall enjoy all rights and protections of the civil service law as calculated from the above appointment date, including seniority rights. S 2. This act shall take effect immediately.
