AN  ACT  to  amend the transportation law, in relation to establishing a
  pilot program relating to free parking  on  public  streets  for  zero
  emission vehicles, super ultra low emission vehicles, and hybrid vehi-
  cles;  and providing for the repeal of such provisions upon expiration
  thereof

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 14 of the transportation law is amended by adding a
new subdivision 36 to read as follows:
  36. (A) THE COMMISSIONER, IN CONSULTATION WITH THE COMMISSIONER OF THE
DEPARTMENT  OF  MOTOR VEHICLES AND THE COMMISSIONER OF THE DEPARTMENT OF
ENVIRONMENTAL CONSERVATION, SHALL DEVELOP AND IMPLEMENT A PILOT  PROGRAM
TO FACILITATE FREE PARKING AT METERS ON PUBLIC STREETS FOR ZERO EMISSION
VEHICLES  (ZEVS), SUPER ULTRA LOW EMISSION VEHICLES (SULEVS), AND HYBRID
VEHICLES. SUCH PILOT PROGRAM SHALL INCLUDE BUT NOT BE LIMITED TO:
  (I) PROVIDING AND COORDINATING A STATEWIDE PROGRAM TO ALLOW A LOCALITY
TO RECEIVE GUIDANCE ON HOW TO IMPLEMENT ITS OWN FREE PARKING  FOR  ZEVS,
SULEVS, AND HYBRID VEHICLES;
  (II)  PROVIDING  A  STANDARD MEANS OF DESIGNATION FOR "CLEAN AIR VEHI-
CLES", TO BE DEVELOPED BY THE DEPARTMENT OF MOTOR VEHICLES, AND A  MEANS
BY WHICH THE OWNER OF A CLEAN AIR VEHICLE MAY OBTAIN SUCH DESIGNATION TO
BE PLACED ON SUCH VEHICLE, IN ORDER TO QUALIFY FOR FREE PARKING.
  (B) THE DEPARTMENT SHALL PROMULGATE RULES AND REGULATIONS NECESSARY TO
IMPLEMENT AND CARRY OUT THE PROVISIONS OF THIS SUBDIVISION.
  S 2. This act shall take effect on the one hundred eightieth day after
it  shall have become a law and shall expire two years after such effec-
tive date when upon such date the provisions of this act shall be deemed
