BILL NUMBER:S2052 TITLE OF BILL: An act making an appropriation to the division of housing and community renewal for housing demolition assistance PURPOSE/SUMMARY OF PROVISIONS: To make a one time appropriation of $10 million to the Division of Housing and Community Renewal to assist municipalities in the demolition and removal of abandoned or dangerous housing. JUSTIFICATION: Consistent with the objectives of the 1996 Legislative Report of the Senate Democratic Task Force on the Financing of Affordable Housing this bill will assist localities with the costs of demolishing abandoned, dilapidated and unsafe housing structures within their municipal boundaries. New York state's urban areas have witnessed a sharp increase in the level of inhabitable and dangerous housing stock, yet have not seen an increase in funding availability for addressing this situation. without removing these structures, our communities and quality of life will continue to decline, housing sales and housing starts will continue to plunge, and the genuine safety of our neighbors will be put in jeopardy. KRUGER -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT making an appropriation to the division of housing and community renewal for housing demolition assistance THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The sum of ten million dollars ($10,000,000), or so much thereof as may be necessary, is hereby appropriated to the division of housing and community renewal from any moneys in the state treasury in the general fund to the credit of the local assistance account not otherwise appropriated for services and expenses of establishing and administering, including the provisions of grants to municipalities in amounts not to exceed $750,000 for any one municipality in any one year, to assist in the demolition and removal of abandoned or dangerous hous- ing. Such sum shall be payable on the audit and warrant of the state comptroller on vouchers certified or approved by the commissioner of such division, or his duly designated representative in the manner provided by law. No expenditure shall be made from this appropriation until a certificate of approval of availability shall have been issued by the director of the budget and filed with the state comptroller and a copy filed with the chairman of the senate finance committee and the chairman of the assembly ways and means committee. Such certificate may be amended from time to time by the director of the budget and a copy of each amendment shall be filed with the state comptroller, the chairman of the senate finance committee and the chairman of the assembly ways and means committee.
