TITLE OF BILL:
An act
to amend the public
authorities law, in relation to establishing the
TechNet training network to improve the quantity and quality of science
degree programs

PURPOSE:
To provide grants to improve the quantity and quality of science
degree programs offered through the State's online learning system.

SUMMARY OF PROVISIONS:
The foundation for science, technology and innovation shall award
funding to New York state public degree granting institutions for
projects to improve the quantity and quality of science, technology
and engineering classes, degree, and certificate programs available
through the State University of New York (SUNY) learning network
based on a competitive application process established by the
foundation board, Legislation details qualifYing projects, the
application process and requirements, details of a match of not less
than 25% of the requested funding, allowable expenses and reporting
requirements,

JUSTIFICATION:

Currently, most courses offered through online instruction are liberal
arts or business courses, which "translate" easily to an online
fonnat. Courses for science and technology courses, often requiring
demonstrations or hands-on experiences to transfer concepts
effectively, present a significant challenge to the remote learning
paradigm. Nevertheless, science and technology courses are integral
to curriculums for high demand professions, and should be more
equally represented in online curricula.

This program aims to provide grants to develop both curricula and
technologies to facilitate development of science and technology
courses offered over the Internet. It is anticipated that through
this program, the State University of New York may become a leader in
the development of new learning technologies and courses.

FISCAL IMPLICATIONS:
Funding for the program will be subject to available appropriations
within the authority's budget.  However,
tuition charged for new courses on the Learning Network, as well as
the increased earning potential of graduates from technology based

programs through which these courses are offered, will create a
return on the investment for funding for this program.

EFFECTIVE DATE:
The act shall take effect immediately.

AN  ACT to amend the public authorities law, in relation to establishing
  the TechNet training network to improve the quantity  and  quality  of
  science degree programs

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The public authorities law  is  amended  by  adding  a  new
section 3154-a to read as follows:
  S  3154-A.  TECHNET  TRAINING  NETWORK. 1. THE FOUNDATION FOR SCIENCE,
TECHNOLOGY AND INNOVATION SHALL ESTABLISH THE TECHNET  TRAINING  NETWORK
PROGRAM TO AWARD FUNDING TO NEW YORK STATE PUBLIC DEGREE GRANTING INSTI-
TUTIONS  FOR  PROJECTS  TO  IMPROVE THE QUANTITY AND QUALITY OF SCIENCE,
TECHNOLOGY AND ENGINEERING CLASSES,  DEGREE,  AND  CERTIFICATE  PROGRAMS
AVAILABLE THROUGH THE STATE UNIVERSITY OF NEW YORK LEARNING NETWORK. THE
FOUNDATION  WILL  AWARD  TECHNET DEVELOPMENT GRANTS, FROM APPROPRIATIONS
MADE AVAILABLE TO THE PROGRAM, TO QUALIFYING  INSTITUTIONS  BASED  ON  A
COMPETITIVE APPLICATION PROCESS ESTABLISHED BY THE BOARD.
  (A)  QUALIFYING  PROJECT PURPOSES INCLUDE, BUT ARE NOT LIMITED TO, THE
FOLLOWING:
  (I) COURSE DESIGN, INCLUDING REVISION OF EXISTING CURRICULUM TO FACIL-
ITATE DELIVERY OF TECHNOLOGY, SCIENCE AND ENGINEERING COURSES ONLINE;
  (II) DEVELOPMENT OF STUDIO SPACE FOR RECORDING COURSES OR DELIVERY  OF
INTERACTIVE  COURSES  PROVIDED THE STUDIO SPACE IS IN SOME WAY UNIQUE TO
THE CURRICULUM OR THE DELIVERY METHOD;
  (III) DEVELOPMENT OF HANDS-ON LABORATORY OR OTHER TYPES OF EDUCATIONAL
VISUALIZATION EXPERIENCES USING COMPUTER SIMULATION TECHNOLOGY.
  (B)  QUALIFYING  PROJECTS  SHALL  NOT  INCLUDE   RECORDING   CLASSROOM
LECTURES, TESTING, STANDARD GAMES OR OTHER TRADITIONAL OR TYPICAL ONLINE
APPROACHES TO EDUCATION.

  2.  THE  BOARD SHALL ESTABLISH AN APPLICATION PROCESS AND CRITERIA FOR
CONSIDERATION OF APPLICATIONS. ALL APPLICATIONS MUST INCLUDE, BUT NOT BE
LIMITED TO, THE FOLLOWING:
  (A) MATCH OF NOT LESS THAN TWENTY-FIVE PERCENT OF REQUESTED FUNDING IN
THE FORM OF SERVICES PROVIDED BY FACULTY AND STUDENTS CODIFIED IN A WORK
PLAN  FOR  PROGRAM DEVELOPMENT THAT SHALL INCLUDE LEARNING OPPORTUNITIES
FOR STUDENTS, SUCH AS INTERNSHIP OR WORK/STUDY PROGRAMS, ASSOCIATED WITH
THE PROPOSED PROJECT;
  (B) A DESCRIPTION OF HOW THE COURSE OR PROJECT IS A  PART  OF  ONE  OR
MORE  DEGREE OR CERTIFICATE PROGRAMS OFFERED BY ONE OR MORE INSTITUTIONS
FOR WHICH TUITION IS CHARGED;
  (C) AN ANALYSIS THAT SHOWS THE RETURN ON INVESTMENT IN TERMS OF ANTIC-
IPATED COURSE UTILIZATION BY STUDENTS IN THE  STATE  UNIVERSITY  OF  NEW
YORK LEARNING NETWORK FOR THE INVESTMENT IN FUNDS BY THE STATE IN COURSE
DEVELOPMENT;
  (D)  DISCUSSION  OF  HOW THE COURSE OR PROJECT WILL ENABLE STUDENTS TO
TRAIN FOR A HIGH DEMAND OCCUPATION IN NEW YORK STATE.
  3. THE BOARD SHALL ESTABLISH ALLOWABLE EXPENSES INCLUDING BUT  NOT  BE
LIMITED TO CURRICULUM DEVELOPMENT, DESIGN AND IMPLEMENTATION OF TECHNOL-
OGY AND SOFTWARE APPLICATIONS, PROGRAM TESTING AND VERIFICATION.
  4. THE BOARD SHALL SUBMIT A REPORT TO THE GOVERNOR AND THE LEGISLATURE
REGARDING  THE  OUTCOMES  OF  THE  PROGRAM  INCLUDING BUT NOT LIMITED TO
RECIPIENTS, AMOUNT AND DESCRIPTION OF EACH GRANT; THE ACCOMPLISHMENTS OF
EACH FUNDED PROJECT; AND WHETHER THE PROJECT LED TO A NEW  INSTRUCTIONAL
PROGRAM ON THE STATE UNIVERSITY OF NEW YORK LEARNING NETWORK.
  S 2. This act shall take effect immediately.
