BILL NUMBER:S4961 TITLE OF BILL: An act to amend the public service law, in relation to remote metering by farm service and non-residential customer-generators PURPOSE: This legislation expands the scope of the state's net metering law to allow certain customers of an electric corporation (e.g. NYSEG, National Grid, etc.) to produce electricity at one location owned or under the control of the customer and designate another location of the same customer as the recipient or user of the electricity produced the "remote site". Under current law, utilities are required to provide for the interconnection and net energy metering of wind generating equipment owned or operated by a "customer-generator". Customer-generators include three categories: Residential, Farm service and Non-residential. This bill authorizes the Farm Service and Non-residential categories to avail themselves of the remote net metering procedure. Farms and school districts in the state are two of the types of customers that would be able to employ remote metering to reduce and/or eliminate all or part of an electric bill at one location and all or part of an electric bill at another location. Adoption of the legislation will allow customers to save money as they utilize a renewable energy source to reduce the amount of electricity they buy

BALL -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommuni- cations AN ACT to amend the public service law, in relation to remote metering by farm service and non-residential customer-generators THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 3 of section 66-1 of the public service law is amended by adding a new paragraph (e) to read as follows: (E) A FARM SERVICE CUSTOMER-GENERATOR AS DEFINED BY PARAGRAPH (C) OF SUBDIVISION ONE OF THIS SECTION OR A NON-RESIDENTIAL CUSTOMER-GENERATOR AS DEFINED BY PARAGRAPH (C-1) OF SUBDIVISION ONE OF THIS SECTION MAY LOCATE WIND ELECTRIC GENERATING EQUIPMENT WITH A NET ENERGY METER ON LAND OWNED OR LEASED BY SUCH CUSTOMER-GENERATOR AND DESIGNATE ONE HUNDRED PERCENT OF THE NET METERING CREDITS GENERATED BY SUCH EQUIPMENT TO A METER OR METERS OWNED BY THE CUSTOMER-GENERATOR AT ANY LOCATION OWNED OR LEASED BY SUCH CUSTOMER-GENERATOR WITHIN THE SERVICE AREA OF THE SAME ELECTRIC CORPORATION TO WHICH THE CUSTOMER-GENERATOR'S NET ENERGY METERS ARE INTERCONNECTED AND BEING WITHIN A RADIUS OF TWENTY-FIVE MILES OF THE WIND ELECTRIC GENERATING EQUIPMENT.
