BILL NUMBER:S5397 TITLE OF BILL: An act to amend the administrative code of the city of New York, in relation to requiring a sex crime safety program for commercial passenger drivers PURPOSE OR GENERAL IDEA OF BILL: This bill would require the Taxi and Limousine Commission to develop a program that would teach drivers about the current trends and dangers in the sex trafficking industry, including but not limited to the legal ramifications of knowingly transporting prostitutes for the purpose of aiding in the act of prostitution. SUMMARY OF SPECIFIC PROVISIONS: Amends the Administrative Code of the City of New York by adding a new section 19-538. This new section creates a sex crime education program for anyone applying for or renewing a license with the Taxi and Limousine Commission. JUSTIFICATION: Prostitution along Roosevelt Avenue in Queens has been a problem for decades despite numerous crackdowns by police. Many times, these prostitutes are shuttled unknowingly by taxi cabs and other livery cars. In order to begin to eradicate this problem, it is

PERALTA -- read twice and ordered printed, and when printed to be committed to the Committee on Cities AN ACT to amend the administrative code of the city of New York, in relation to requiring a sex crime safety program for commercial passenger drivers THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The administrative code of the city of New York is amended by adding a new section 19-538 to read as follows: S 19-538 SEX CRIME EDUCATION PROGRAM. THE COMMISSIONER SHALL DEVELOP A PROGRAM THAT WILL EDUCATE DRIVERS OF TAXICABS, COACHES, WHEELCHAIR ACCESSIBLE VANS, COMMUTER VANS AND FOR-HIRE VEHICLES ON THE DANGERS OF PROSTITUTION AND THE LEGAL RAMIFICATIONS OF TRAFFICKING PROSTITUTES. COMPLETION OF SUCH PROGRAM BY SUCH DRIVERS SHALL BE A REQUIREMENT FOR INITIAL LICENSURE AND SUBSEQUENT LICENSE RENEWAL. S 2. This act shall take effect six months after it shall have become a law.
