  printed to be committed to the Committee on Transportation

AN ACT to amend the vehicle and traffic law, in relation to  distinctive
  plates for gold star mothers

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 404-i of the vehicle and traffic law is amended  by
adding a new subdivision 4 to read as follows:
  4.  UPON  THE SURRENDER OF A SET OF DISTINCTIVE PLATES ISSUED PURSUANT
TO THIS SECTION, THE GOLD STAR MOTHER TO WHOM SUCH PLATES  WERE  ISSUED,
SHALL  BE  ENTITLED  TO  KEEP AND RETAIN ONE OF THE TWO SUCH PLATES, FOR
COMMEMORATIVE PURPOSES ONLY AND NOT FOR DISPLAY ON ANY MOTOR VEHICLE. IN
THE EVENT THAT A GOLD  STAR  MOTHER  TO  WHOM  DISTINCTIVE  PLATES  WERE
ISSUED,  HAS  SURRENDERED  BOTH  PLATES  OF  THE SET OF SUCH DISTINCTIVE
PLATES, THEN THE COMMISSIONER SHALL, UPON REQUEST OF, AND AT NO COST  TO
SUCH  GOLD  STAR  MOTHER, ISSUE AND PROVIDE TO SUCH GOLD STAR MOTHER ONE
DUPLICATE COMMEMORATIVE PLATE OF THE DISTINCTIVE PLATES SO  SURRENDERED,
SO  THAT SUCH PERSON MAY KEEP AND RETAIN SUCH DUPLICATE PLATE FOR COMME-
MORATIVE PURPOSES ONLY AND NOT FOR DISPLAY ON ANY MOTOR VEHICLE.
  S 2. This act shall take effect immediately.
