AN ACT to enact the "flood assessment relief act of 2011"

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Short  title. This act shall be known and may be cited as
the "flood assessment relief act of 2011".
  S 2. Definitions. For the purposes of this act,  the  following  terms
shall have the following meanings:
  1.  "County" shall mean the counties of Albany, Bronx, Broome, Chenan-
go, Clinton, Columbia,  Delaware,  Dutchess,  Essex,  Greene,  Herkimer,
Kings,  Montgomery,  Nassau, Orange, Otsego, Putnam, Queens, Rensselaer,
Richmond, Rockland, Saratoga, Schenectady, Schoharie, Suffolk, Sullivan,
Tioga, Ulster, Warren, Washington and Westchester.
  2. "Taxable status date" shall mean the date established  pursuant  to
section 302 of the real property tax law.
  3. "Catastrophically impacted" shall mean a property there is cause to
believe  the  value  of  which was diminished by 50 percent or more as a
result of the weather.
  4. "Taxpayer" shall mean    the  owner  of  real  property  which  was
catastrophically impacted in a county.
