GANTT -- read once and referred to the Committee on Local Governments AN ACT to amend the general municipal law, in relation to giving the city of Rochester power to require a local labor force component in awarding public contracts THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 103 of the general municipal law is amended by adding a new subdivision 14 to read as follows: 14. NOTWITHSTANDING ANY OTHER PROVISION OF THIS SECTION OR ANY OTHER PROVISION OF LAW, THE CITY OF ROCHESTER MAY REQUIRE THAT FOR PUBLIC WORKS CONTRACTS OF MORE THAN TWENTY THOUSAND DOLLARS AND NOT MORE THAN ONE HUNDRED THOUSAND DOLLARS AT LEAST TEN PERCENT OF THE PERSONS WORKING ON THE CONTRACT BE CITY RESIDENTS; THAT FOR PUBLIC WORKS CONTRACTS OF MORE THAN ONE HUNDRED THOUSAND DOLLARS AND NOT MORE THAN TWO HUNDRED FIFTY THOUSAND DOLLARS AT LEAST FIFTEEN PERCENT OF THE PERSONS WORKING ON THE CONTRACT BE CITY RESIDENTS; THAT FOR PUBLIC WORKS CONTRACTS OF MORE THAN TWO HUNDRED FIFTY THOUSAND DOLLARS AND NOT MORE THAN ONE MILLION DOLLARS AT LEAST TWENTY PERCENT OF THE PERSONS WORKING ON THE CONTRACT BE CITY RESIDENTS; AND THAT FOR PUBLIC WORKS CONTRACTS OF MORE THAN ONE MILLION DOLLARS AT LEAST TWENTY-FIVE PERCENT OF THE PERSONS WORKING ON THE CONTRACT BE CITY RESIDENTS. WHEN MAKING THE CALCULATIONS TO DETERMINE THE NUMBER OF CITY RESIDENTS REQUIRED TO BE WORKING ON A CONTRACT AS AUTHORIZED BY THIS SUBDIVISION, ALL FRACTIONS SHALL BE ROUNDED UP TO THE NEXT WHOLE NUMBER, WITH THE MINIMUM REQUIREMENT FOR ANY SUCH CONTRACT BEING ONE CITY RESIDENT. A CITY RESIDENT SHALL BE A PERSON WHOSE PERMANENT RESIDENCE IS IN THE CITY OF ROCHESTER. S 2. This act shall take effect immediately.
