AN ACT to amend the legislative law, in relation to setting a time limit
  for bills in committee

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The legislative law is amended by adding a new section 41-a
to read as follows:
  S  41-A.  BILLS IN COMMITTEE FOR MULTIPLE LEGISLATIVE SESSIONS.  EVERY
BILL WHICH SHALL REMAIN IN A STANDING COMMITTEE  FOR  THREE  LEGISLATIVE
SESSIONS  BUT  WHICH  SHALL NOT HAVE BEEN ACTED ON BEFORE THE END OF THE
THIRD LEGISLATIVE SESSION SHALL BE REMOVED FROM THE COMMITTEE AND  SHALL
NOT  BE REFERRED BACK TO A STANDING COMMITTEE FOR RECONSIDERATION UNLESS
SUCH BILL HAS BEEN AMENDED. ANY  AMENDMENT  TO  A  BILL  IN  A  STANDING
COMMITTEE SHALL RESTART THE THREE LEGISLATIVE SESSION TIME LIMIT.
  S  2. This act shall take effect on the first of January next succeed-
ing the date on which it shall have become  a  law;  provided,  however,
that  the  senate  and  assembly  shall, by concurrent resolution, adopt
rules necessary to implement this act within twenty days after such  act
shall have become a law.
