AN  ACT relating to internal pressure of windows in buildings located in
  certain wind borne debris regions

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. Notwithstanding any rule or regulation to the contrary, no
building regulation in the towns of East Hampton,  Southampton,  Shelter
Island and Southold requiring windows in buildings located in wind-borne
debris  regions to have glazed openings protected from wind-borne debris
or the building to be designed  as  a  partially  enclosed  building  in
accordance with the Building Code of New York State shall provide for an
exception allowing:
  1.  wood  structural panels to have a minimum thickness of 7/16 inches
(11.1 mm) and a maximum span of 8 feet (2438 mm) for opening  protection
in one-story and two-story buildings;
  2.  panels  to  be precut to cover the glazed openings with attachment
hardware provided; and
  3. attachments to be provided in accordance with table  R301.2.1.2  of
the  Residential  Code of New York State or to be designed to resist the
components  and  cladding  loads  determined  in  accordance  with   the
provisions of the Building Code of New York State.
  S 2. This act shall take effect on the one hundred twentieth day after
it  shall  have  become  a  law; provided that any rules and regulations
necessary to implement the provisions of this act on its effective  date
are  authorized  and directed to be promulgated on or before such effec-
tive date.
