AN ACT relating to the establishment of a standardized training  program
  for the purpose of developing crisis intervention teams

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The office of mental health, in  consultation  with  stake-
holders,  including  but not limited to, representatives from behavioral
health providers, self-advocates, peer service providers,  law  enforce-
ment  and  district  attorney  agencies  shall  establish a standardized
training program for  the  purpose  of  developing  crisis  intervention
teams. Such programs shall provide training to law enforcement and other
first  responders  in  best  practices  and strategies for de-escalating
crisis situations involving an individual exhibiting emotional  disturb-
ances.
  Such  training  program  shall  be  made  available  to  municipal law
enforcement, within amounts appropriated, at the request  of  the  local
municipality  or  law  enforcement agency no later than six months after
the effective date of this section.
  S 2. This act shall take effect immediately.
