AN ACT in relation to directing the department of environmental conser-
vation to expedite groundwater cleanup efforts of the Navy Grumman
plume emanating from the former Naval Weapons Industrial Plant oper-
ated by the United States Navy and the Grumman Aircraft Engineering
Corporation at their facilities at Bethpage, town of Oyster Bay, coun-
ty of Nassau
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. The department of environmental conservation shall expedite
the design and construction phases of a project to intercept and remedi-
ate the Navy Grumman plume of groundwater contaminants, especially PCE
and TCE, utilizing hydraulic containment and remediation without utiliz-
ing well head treatment, which is a measure of last resort only. This
must be accomplished in a manner which halts the movement of this plume
and stops its migration before it contaminates the public or private
water supply wells of the Massapequa water district, the South Farming-
dale water district, and the New York American Water Corporation wells.
This plume is specifically emanating from the former Naval Weapons
Industrial Plant operated by the United States Navy and the Grumman
Aircraft Engineering Corporation facilities in Bethpage, town of Oyster
Bay, county of Nassau.
S 2. For areas related to this site or sites of location of this new
construction, the department of environmental conservation shall deliver
to the New York state legislature a timetable and its plan for a sched-
ule of design and construction of the hydraulic containment and remedi-
ation facilities, and their continuous operation until the plume is
fully remediated.
S 3. This removal of containments from the underground aquifer system
must be accomplished in a timely manner as to remove potentially harmful
chemicals from this site before they reach the water supply wells of the
Massapequa water district, the South Farmingdale water district, and
those of the New York American Water Corporation. By accomplishing this

in a thorough manner the department of environmental conservation must
also protect the natural resources and specifically the fresh water
bodies, tributaries, wetlands and the salt water natural resources of
the Great South Bay from these harmful chemicals.
S 4. This act shall take effect immediately.
