AN ACT to amend the education law, in relation to the right to "tabling"
  on a college campus

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Section  6430 of the education law is amended by adding a
new subdivision 7 to read as follows:
  7. AS USED IN THIS SUBDIVISION, "TABLING" SHALL MEAN THE DISSEMINATION
OF INFORMATION THROUGH DISPLAYING LITERATURE AND/OR SIGN UP  SHEETS  AND
VERBAL  ENTICING WITH THE POSSIBLE USE OF A TABLE AND CHAIRS IN A PUBLIC
PLACE. ANY CLUB OR ORGANIZATION OFFICIALLY  RECOGNIZED  BY  THE  STUDENT
GOVERNMENT  OR  ADMINISTRATION  OF  A COLLEGE OR UNIVERSITY SHALL NOT BE
RESTRICTED IN ANY MANNER FROM TABLING BY THE EXTERIOR OF ANY BUILDING ON
CAMPUS AS LONG AS THE TABLING DOES NOT PROHIBIT OR UNDULY  RESTRICT  THE
ACCESS TO THE BUILDING OR DISRUPT THE ACADEMIC USES OF THE BUILDING.
  S 2. This act shall take effect immediately.
