BILL NUMBER:S2441 TITLE OF BILL: An act to amend the public health law, in relation to designating certain additional substances as schedule I hallucinogenic or stimulant controlled substances PURPOSE OR GENERAL IDEA OF BILL: This bill furthers the fight against designer drug proliferation in our communities across the state. It highlights and combats the problem of drugs being sold under the guise of "research chemicals" and are often labeled "not for human consumption" to avoid potential federal prosecution. However, these substances remain dangerous and are sold as legal highs. This bill schedules many of these substances. SUMMARY OF SPECIFIC PROVISIONS: This bill amends Public Health Law Section 3306 to add certain designer drugs currently being marketed as various "research chemicals" to schedule I. "Research Chemicals" is clearly a misnomer as none of these substances have any legitimate purpose and instead are dangerous Hallucinogens and Stimulants. Section 1 adds the following substances to subdivision (d) Hallucinogenic Substances: 2-(4-bromo-2,3,6,7-tetrahydrofuro(2,3-f) (1)benzofuran-8-y1)ethanamine (2C-B-FLY); 2-(4-bromo-2,3,6,7-tetrahydrofuro(2,3-f)benzofuran- 8-y1)-1-methyl-ethy1)amine (3C-B-FLY);
