BILL NUMBER:S2877 TITLE OF BILL: An act to amend the penal law, in relation to the purchasing of bullets for firearms PURPOSE OR GENERAL IDEA OF BILL: To provide for a mechanism whereby those who purchase bullets are required to complete an application for such purchase. SUMMARY OF SPECIFIC PROVISIONS: A new section 400.04 would be added to the penal law. It would require those who purchase bullets to fill out an application for such purchase. The application would include the applicant's name, date of birth, and full address. Furthermore, the applicant would be required to provide specific information, such as the caliber, make, model, manufacturer's name, and serial number on the gun that they are purchasing bullets for. Lastly, a violation of this section will be a class A. misdemeanor. JUSTIFICATION: Gun violence is a serious ill in our society. Our current law requires those who purchase a gun to fill out an applica- tion. Likewise, those who purchase bullets should be bound by the same requirements. This Bill would be a deterrent to those who possess ille- gal, unlicensed, unregistered firearms. If they cannot get access to bullets, they will not be able to facilitate crime and violence.
