BILL NUMBER:S2916 TITLE OF BILL: An act to amend the environmental conservation law, in relation to forming a task force on interagency cooperation within the forest industry PURPOSE: Creates a task force on interagency cooperation within the forestry industry. SUMMARY OF PROVISIONS: Section 1: Amends the Environmental Conservation Law by adding a new section 9-0812 which would create a new task force on interagency coop- eration in the forest industry which will consist of the following six members: the Commissioner of Agriculture or his or her designee; the CEO of the New York State Energy Research and Development Authority or his or her designee; two representatives from the New York State forestry industry to be appointed by the Governor; a local government represen- tative from a county located within the Catskills State Park to be appointed by the Governor; and a local government representative from a county located within the Adirondack State Park to be appointed by the Governor. The task force shall make recommendations on how to expand the economic success of those in the forestry industry and how to increase communication regarding the forestry industry between the government agencies and between the industry and government agencies and authori- ties.

BONACIC -- read twice and ordered printed, and when printed to be committed to the Committee on Environmental Conservation AN ACT to amend the environmental conservation law, in relation to form- ing a task force on interagency cooperation within the forest industry THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The environmental conservation law is amended by adding a new section 9-0812 to read as follows: S 9-0812. TASK FORCE ON INTERAGENCY COOPERATION IN THE FOREST INDUSTRY. 1. THE COMMISSIONER OF THE DEPARTMENT OF ECONOMIC DEVELOPMENT SHALL FORM A TASK FORCE TO DEVELOP A PLAN TO INCREASE INTERAGENCY COOPERATION WITH RESPECT TO THE FOREST INDUSTRY. 2. THE TASK FORCE SHALL CONSIST OF SIX MEMBERS. THE TASK FORCE SHALL INCLUDE THE COMMISSIONER OF AGRICULTURE AND MARKETS OR HIS OR HER DESIG- NEE, THE CHIEF EXECUTIVE OFFICER OF THE NEW YORK STATE ENERGY RESEARCH AND DEVELOPMENT AUTHORITY OR HIS OR HER DESIGNEE, TWO REPRESENTATIVES FROM THE NEW YORK STATE FORESTRY INDUSTRY TO BE APPOINTED BY THE GOVER- NOR, A REPRESENTATIVE OF LOCAL GOVERNMENT IN A COUNTY LOCATED WITHIN THE CATSKILLS STATE PARK TO BE APPOINTED BY THE GOVERNOR, AND A REPRESEN- TATIVE OF LOCAL GOVERNMENT IN A COUNTY LOCATED WITHIN THE ADIRONDACK STATE PARK TO BE APPOINTED BY THE GOVERNOR. ALL MEMBERS SHALL BE APPOINTED WITHIN ONE HUNDRED TWENTY DAYS OF THE EFFECTIVE DATE OF THIS SECTION. 3. (A) THE TASK FORCE SHALL MAKE RECOMMENDATIONS ON HOW TO EXPAND THE ECONOMIC SUCCESS OF THOSE IN THE FORESTRY INDUSTRY. (B) THE TASK FORCE SHALL MAKE RECOMMENDATIONS ON HOW TO INCREASE COMMUNICATION REGARDING THE FORESTRY INDUSTRY BETWEEN GOVERNMENT AGEN- CIES. (C) THE TASK FORCE SHALL MAKE RECOMMENDATIONS ON HOW TO INCREASE COMMUNICATION REGARDING THE FORESTRY INDUSTRY BETWEEN THOSE ENGAGED IN FORESTRY AND RELEVANT AGENCIES AND AUTHORITIES OF THE STATE OF NEW YORK.
